To start modeling you really only need some basic shots that have an ad appeal.

You can shoot shots like these right at home in your living room or on a couch or with a white wall as a background. If you do not have a lot of money you can still try to create some basic photos right at home and submit them to agents, because that it what agents want to see anyways. Headshot and your energy:
You need a headshot, smiling. A beauty shot, more for a makeup or close up.
You need to show shots with personality and energy, laughing, not so posey but more just being yourself.
You don't have to work with wanna be, amatuer guys with cameras on the web, it is a choice. You do not have to waste your time working with people who do not know anything about photography and waste money or time. You just need your own digital camera to start, you just need some nice close ups and headshot like photos.
To get inspired I would look at magazines and editorials, beauty ads, jewerly ads, and keep it simple. It is better to have less makeup than more. Also start using Google as a research tool. Start researching what a headshot looks like. Start understanding what agents and casting directors want to see. It is a shot that shows your shoulders, neck, and whole head, not much cropping and your personality and the vibe you present in your photo.
Yes it is a serious thing to make a great headshot and you will want to invest in one at some point, but to get started with modeling and acting you need to get infront of the camera and start preparing some tools to market yourself...at least for now.
